In a major financial milestone, the Himachal Pradesh State Electricity Board Limited (HPSEBL) has registered a historic profit of Rs. 315 crore in the financial year 2024-25—the highest in its history. After years of operating under losses, this dramatic turnaround marks a significant achievement for the state’s power sector and reflects the impact of bold governance and economic reforms introduced under the leadership of Chief Minister Sukhvinder Singh Sukhu.

Until March 31, 2024, HPSEBL was reeling under cumulative losses amounting to Rs. 3,742 crore. However, with the implementation of transparent policies, disciplined financial management, and strategic reforms, the Board has made a remarkable recovery and returned to profitability.

Chief Minister Sukhu described this achievement as more than just a financial figure, calling it a reflection of the state government’s “Nai Soch, Naya Himachal” vision. He emphasized that economic reform and efficient governance had been among the top priorities of his administration since day one. “We have consistently focused on improving the functioning of public sector undertakings by insisting on professional efficiency and financial prudence,” he stated.

The HPSEBL aligned itself with this vision by enforcing strict financial discipline, curbing non-essential expenditure, and boosting revenue generation—efforts that collectively contributed to this unprecedented profit. The Chief Minister held frequent, in-depth meetings with top officials to monitor progress and guide strategic decisions, which laid the foundation for the Board’s turnaround.

Employee Welfare Gets a Boost

The improved financial standing of HPSEBL has also translated into enhanced benefits for its employees. For FY 2024-25, the government has approved Rs. 368.89 crore for gratuity payments, medical reimbursements, revised pension arrears, and leave encashment—a massive increase from Rs. 87.56 crore allocated the previous year. Of this amount, Rs. 187.86 crore has already been disbursed by July 31, 2025, showcasing the government’s commitment to employee welfare.

Chief Minister Sukhu extended his heartfelt congratulations to the HPSEBL management, officers, and staff for achieving this turnaround. He credited the success to clear policymaking, honest governance, and a people-centric approach. “This is just the beginning. With continued cooperation and commitment, HPSEBL will achieve complete self-reliance and deliver even greater benefits to both employees and the citizens of Himachal Pradesh,” he affirmed.

Reforms Beyond Power Sector

The Chief Minister also pointed to other sectors benefitting from the state’s reform-oriented governance. Notably, the education sector in Himachal Pradesh has seen a significant leap, with the state jumping from 21st to 5th place nationally in education quality rankings. Sukhu attributed this progress to visionary leadership and a sustained push for improvement in public services.

With the HPSEBL’s turnaround serving as a model for success, the state government aims to replicate such results across all public undertakings, reinforcing its commitment to building a financially strong, efficient, and welfare-driven Himachal Pradesh.
