In a landmark initiative aimed at driving India’s manufacturing and trade ecosystem towards the ambitious vision of Viksit Bharat@2047, Union Minister of Commerce and Industry Piyush Goyal released the Guidebook on Mapping of Harmonized System of Nomenclature (HSN) Codes on 20th September 2025. The unveiling took place during a special event commemorating “10 Years of Make in India and Discussion on Next Gen-Reforms 2.0” in New Delhi.

Prepared by the Department for Promotion of Industry and Internal Trade (DPIIT), the Guidebook represents a major policy tool designed to promote data-driven governance by mapping 12,167 HSN codes to 31 Ministries and Departments of the Government of India. This mapping seeks to establish clear custodianship of products, ensure sharper policy interventions, and streamline trade negotiations.

A Foundation for a Future-Ready Economy

Calling the Guidebook a “pivotal milestone,” Shri Goyal stated that the initiative marks a major step in India’s journey to becoming a globally competitive manufacturing hub. He emphasized that by aligning products with the appropriate Ministries and Departments, the government will be better positioned to enhance domestic production, improve sectoral policy coordination, and negotiate trade agreements that reflect India’s economic strengths.

“This Guidebook will strengthen governance responsiveness, foster sectoral growth, and facilitate ease of doing business. It shall play a critical role in accomplishing the vision of Viksit Bharat by 2047,” Goyal remarked.

Addressing Long-Standing Challenges

The genesis of the Guidebook stems from the repeated challenges faced in trade policy, import substitution, and industry grievance redressal due to the lack of a unified and definitive mapping of HSN Codes. Previously, products without clear Ministry ownership were often misclassified as ‘Residual Products,’ leading to delays and policy ambiguities.

To correct this, DPIIT embarked on an extensive and consultative mapping exercise. Utilizing the CBIC Tariff Manual as a primary source, the department conducted value-chain and use-case analyses for each HSN Code. This was followed by a detailed review of the Allocation of Business Rules, 1961, to determine rightful custodianship based on the nature and end-use of each product.

A Deeply Consultative Process

The mapping process was among the most exhaustive in recent policy history. It included:

  • 300+ one-on-one meetings with Ministries and Departments
  • Multiple Joint Working Group sessions
  • Several Inter-Ministerial Consultations
  • Extensive stakeholder and industry feedback

This rigorous process ensured the final Guidebook reflects ground-level realities and operational clarity.

Guidebook Structure: A Strategic Policy Tool

The Guidebook is not just a technical document, but a strategic tool structured around three operational pillars:

A dedicated section, “How to Use the Guidebook?”, provides guidance to Ministries, policymakers, and industry stakeholders on leveraging this resource for actionable outcomes.
