The President of India, Droupadi Murmu, addressed the Uttarakhand Legislative Assembly in Dehradun today on the historic occasion of the Silver Jubilee of the formation of Uttarakhand State. In her inspiring address, the President emphasized the vital role of legislative assemblies as a key pillar of India’s parliamentary democracy and urged legislators to dedicate themselves to the service and welfare of the people.

Speaking at the ceremony, President Murmu said that Babasaheb Dr. B.R. Ambedkar and the framers of the Constitution had placed great importance on continuous public accountability by adopting the parliamentary system. “Constant accountability to the public is both a strength and a challenge of our parliamentary democracy,” she remarked.

Legislators — The Bridge Between People and Government

Highlighting the responsibilities of elected representatives, the President said that legislators serve as the most important link between the government and the public. She described it as a “great privilege” to have the opportunity to connect with people at the grassroots level and work for their welfare.

She further added, “If MLAs remain actively engaged in solving public problems and work for people’s welfare, the bond of trust between the public and their representatives will remain unbreakable.”

Call for Dedication and Sensitivity

President Murmu urged all members of the Uttarakhand Legislative Assembly to pursue development and welfare work with complete dedication, transcending party lines. She stressed that special attention should be given to the upliftment of the underprivileged sections of society and to creating opportunities for the younger generation.

Appreciation for Uttarakhand’s Legislative Achievements

Referring to Article 44 of the Constitution, which directs the implementation of a Uniform Civil Code (UCC), the President lauded the Uttarakhand Assembly for passing the Uniform Civil Code Bill, becoming the first state in independent India to do so in alignment with constitutional principles.

She also appreciated the Assembly for passing over 550 bills since the state’s formation, including landmark legislations such as the Uttarakhand Lokayukta Bill, Uttarakhand Zamindari Abolition and Land Reforms Bill, and the Anti-Copying Bill, which reflect transparency, morality, and a commitment to social justice.

Preserving Nature While Advancing Development

President Murmu praised Uttarakhand’s natural beauty and rich ecological wealth, urging that the state’s development journey must go hand-in-hand with environmental preservation. She commended the people of Uttarakhand for achieving remarkable progress over the past 25 years in environment, energy, tourism, healthcare, and education.

The President also acknowledged the state’s improvements in digital and physical connectivity, infrastructure, and human development indices. “With the spirit of Nation First, I am confident that Uttarakhand will continue to move rapidly on the path of inclusive development,” she said.

Marking 25 years of Uttarakhand’s creation, President Droupadi Murmu’s address served as both a celebration of progress and a call to action—reminding legislators of their responsibility to uphold the values of accountability, integrity, and service to the people.
