In a major move to promote tourism and create sustainable self-employment opportunities, the Himachal Pradesh Government, under the leadership of Chief Minister Sukhvinder Singh Sukhu, has approved the launch of the ‘Chief Minister Tourism Startup Scheme in Hospitality Industry’. The initiative aims to support budding entrepreneurs and homestay owners through financial incentives and targeted subsidies, specifically tailored to boost the state’s rapidly growing tourism economy.

As part of the scheme, the government will provide an interest subsidy ranging from 3% to 5% on loans up to Rs. 2 crore for the establishment and upgradation of tourism units, particularly homestays. The interest subsidy structure is tiered by region:

  • 3% subsidy in urban areas
  • 4% subsidy in rural areas
  • 5% subsidy in tribal areas

This subsidy will be available for a maximum period of three years from the date of loan disbursement. Notably, this benefit is restricted to Bonafide Himachali residents, ensuring that the scheme directly benefits locals.

A Push for Inclusive and Sustainable Tourism

A government spokesperson highlighted the strategic importance of this scheme, noting that homestays play a crucial role in offering affordable and authentic experiences to tourists. By encouraging tourists to stay in local homes rather than commercial hotels, the scheme fosters cultural exchange and promotes sustainable, community-based tourism.

The homestay model has proven to be an effective way to distribute the economic benefits of tourism directly to local communities, especially in rural and remote regions,” the spokesperson said. “This scheme will enable residents to become entrepreneurs in the hospitality sector and enhance the quality of tourism infrastructure without compromising the ecological balance.”

Boosting Economic Growth and Employment

The tourism and hospitality sector already contributes 7.78% to the State’s Gross Domestic Product (GDP), according to the Economic Survey 2024-25. The newly approved startup scheme is expected to further boost this contribution by encouraging entrepreneurship and expanding the reach of tourism into lesser-explored regions of the state.

With its pristine environment, spirituality heritage, and scenic beauty, Himachal Pradesh has long been a magnet for domestic and international tourists. The government hopes that the new scheme will unlock the untapped tourism potential of offbeat and culturally rich rural areas, drawing backpackers, students, and budget travelers while supporting local economies.

Formalizing and Upgrading the Homestay Ecosystem

The scheme also aims to formalize the homestay economy, encouraging quality improvements in hospitality services. Through interest subsidies, new entrants and existing homestay operators will be able to upgrade their infrastructure, enhance guest experiences, and meet growing demand.

The scheme comes at a time when tourism is rebounding post-pandemic, and travelers are increasingly seeking personalized, immersive travel experiences over conventional hotel stays.
