PWD Compendium to Boost Transparency and Accessibility: CM Sukhu.

Chief Minister’s Sukhvinder Singh Sukhu announced that the Public Works Department (PWD) has prepared a comprehensive Compendium encompassing all acts, rules, infrastructure guidelines and norms formulated over the last 50 years. The initiative aims to make departmental information easily accessible to the general public through a single-window system.

Highlighting the importance of the initiative, the Chief Minister said that the compendium marks a significant step towards enhancing transparency, accountability, and accessibility in governance. It would serve as a vital reference for government departments, contractors, and executing agencies alike, ensuring procedural compliance and curbing malpractices.

“People will no longer have to visit multiple government offices to access key documents and information related to PWD works,” Sukhu said. “This single-source document covers all verticals of the PWD — including civil, electrical, mechanical, and architecture wings — and also incorporates financial aspects.”

The Chief Minister further emphasized the need for an updated, comprehensive, and user-friendly reference system in view of the increasing focus on transparency, efficiency, and digitization in governance. He said that the codification of all relevant acts, rules, and guidelines is essential to improve public service delivery and align departmental practices with modern administrative standards.

Public Works Minister Vikramaditya Singh stated that the State Government has compiled various acts, rules, and norms related to road construction, safety, and development with the objective of providing better, safer, and more convenient transport facilities to the public.

PWD Secretary Dr. Abhishek Jain, in a communiqué issued on Saturday evening, said that the compendium would also serve as a valuable resource for departmental officials. “By adhering to this compendium, officials will be able to implement public works schemes more efficiently, with improved skill and clarity,” he said. “It will also make all necessary information regarding acts, rules, and departmental working available to the public in one place.”

The initiative reflects the State Government’s commitment to transparent governance and digital accessibility, ensuring that both officials and citizens benefit from streamlined access to crucial information on PWD operations.
