Traffic and Tourist Activities Restricted in Sissu ward of Lahaul-Spiti Ahead of Halda Festival.

In view of the smooth and peaceful conduct of the traditional Halda Festival, the Sub-Divisional Magistrate (SDM), Keylong, District Lahaul and Spiti (Himachal Pradesh), Kunika Akers, has issued orders imposing traffic and activity restrictions in Sissu ward of the district.

As per the resolution passed in the District Council (Zila Parishad) meeting held on 12 January 2026 in Sissu Ward, the Halda Festival is scheduled to commence from 15 January 2026 and will continue for approximately one and a half months.

To maintain public order, ensure safety of life and property, and regulate traffic during the festival period, the SDM has exercised powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, and Section 115 of the Motor Vehicles Act, 1988.

According to the order, movement of all types of vehicles from Kuthbihal towards Koksar and Sissu will remain completely prohibited with effect from 14 January 2026 until further orders. Additionally, all kinds of tourist activities have been banned in the areas of Koksar, Sissu, Dimphuk and Ramthang. The use of loudspeakers in these regions has also been prohibited during the said period.

However, the restrictions will not apply to vehicles of the Border Roads Organisation (BRO), ambulances, fire services, police vehicles, and other essential emergency services.

The district administration has appealed to all concerned departments, field officers, enforcement agencies, and the general public to strictly comply with the orders. Any violation of the directives will invite strict penal action as per law.

The administration has emphasized that these measures are being taken in public interest to ensure the traditional festival is observed safely, peacefully, and without disruption.
