Melania Trump Pushes Landmark Foster Care Reform, Calls New Legislation a ‘Moral Imperative’.

First Lady Melania Trump has stepped up efforts to advance comprehensive foster care reform, addressing members of the House Ways and Means Committee to push for new legislation aimed at protecting and empowering children in the foster care system.

Speaking during a high-level congressional discussion hosted at the The White House, the First Lady emphasized that supporting foster children is not just a policy priority but an ethical responsibility. “America’s children are our moral equals,” she said, urging lawmakers to take decisive action to ensure better opportunities and protections for vulnerable youth.

The proposed legislation seeks to address a wide range of challenges faced by children in foster care, including housing instability, lack of educational support, financial barriers, transportation issues, continuity of care, and limited access to technology. The First Lady described these challenges as systemic issues that require bold and immediate legislative intervention.

Mrs. Trump’s push builds on her broader child welfare agenda, including the TAKE IT DOWN Act, which has already become federal law, and her “Fostering the Future” Executive Order signed last year. The initiative is part of her BE BEST campaign and focuses on providing young people from foster care backgrounds with access to higher education and career pathways.

Launched in 2021, the “Fostering the Future” programme has expanded significantly and now partners with more than 20 universities across the United States, including Vanderbilt University, University of Miami, Louisiana State University, University of Virginia, University of Texas, Ohio State University, and University of Alabama. The programme aims to equip participants with university-level technology education, helping them secure employment and achieve financial independence.

Highlighting the urgency of reform, the First Lady noted that only about three percent of individuals in the foster care system earned a college degree in 2025, underscoring the need to bridge educational and opportunity gaps. She stressed that while awareness around foster care has increased, concrete action is now essential.

The event brought together bipartisan lawmakers and key stakeholders, including committee leaders and members actively working on foster care reforms. The First Lady thanked congressional representatives for their efforts and called for continued cooperation across party lines to ensure lasting change.

Concluding her address, Mrs. Trump urged lawmakers to seize the moment, stating that new legislation could transform lives and make opportunity a fundamental right for children in foster care. Her remarks signal a renewed push from the White House to prioritize child welfare policy as part of the nation’s broader social agenda.
