Prime Minister Narendra Modi will inaugurate Kartavya Bhavan at Kartavya Path in New Delhi on August 6 at 12:15 PM, marking a significant milestone in the government’s vision of modern, efficient, and citizen-centric administration. The Prime Minister will also address a public programme later in the day at 6:30 PM on Kartavya Path.

Kartavya Bhavan, also known as Kartavya Bhavan – 03, is a part of the Central Vista redevelopment and is the first of several Common Central Secretariat buildings being developed to bring together key Ministries under one roof. This massive administrative shift is expected to enhance inter-ministerial coordination, reduce delays in decision-making, and streamline policy execution through improved collaboration.

A Leap Toward Modern Governance

Spanning 1.5 lakh square meters across two basements and seven floors, Kartavya Bhavan will house crucial Ministries and Departments including:

  • Ministry of Home Affairs
  • Ministry of External Affairs
  • Ministry of Rural Development
  • Ministry of MSME
  • Department of Personnel & Training (DoPT)
  • Ministry of Petroleum & Natural Gas
  • Office of the Principal Scientific Adviser

Equipped with IT-enabled secure workspaces, smart access controls, centralized command and surveillance systems, and advanced HVAC, the building sets a new benchmark for governance infrastructure in India.

Eco-Conscious and Energy Efficient

One of the standout features of Kartavya Bhavan is its strong commitment to sustainability:

  • GRIHA-4 rating targeted for green buildings
  • Double-glazed façades for insulation and noise reduction
  • Rooftop solar panels generating over 5.34 lakh units of electricity annually
  • Solar water heating covering over 25% of hot water needs
  • Rainwater harvesting and zero-discharge wastewater management
  • In-house solid waste processing and use of recycled construction materials
  • 30% lower energy usage through smart systems and efficient architecture
  • EV charging stations to promote green mobility

Special measures like LED lighting with motion sensors, smart lifts, special energy-efficient glass, and automated building management systems will further reduce the carbon footprint.

Addressing Aging Infrastructure

With Ministries currently operating from older structures like Shastri Bhawan, Nirman Bhawan, Udyog Bhawan, and Krishi Bhawan, many of which date back to the 1950s–70s, Kartavya Bhavan will replace outdated facilities that are expensive to maintain and environmentally inefficient. This modern infrastructure aims to boost employee productivity, ensure better service delivery, and enhance the well-being of government personnel.

Symbol of Administrative Reform

Kartavya Bhavan represents more than just a new building—it reflects a transformational vision of governance that is agile, transparent, responsive, and sustainable. As the first in a series of centralized secretariat buildings under the Central Vista project, it sets the tone for the future of public administration in India.

With the inauguration just days away, all eyes are now on Kartavya Path, where Prime Minister Modi is expected to outline the role of modern infrastructure in driving India’s development journey forward.
