CM Directs Issuance of Himcare Cards, Completion of e-KYC for All Registered Construction Workers.

Chief Minister Sukhvinder Singh Sukhu on yesterday directed the Himachal Pradesh Building and Other Construction Workers Welfare Board to ensure that all registered construction workers are issued Himcare cards and their e-KYC is completed at the earliest through the Him Parivar Portal. He was chairing a review meeting of the Board here today.
The Chief Minister said that issuing Himcare cards would enable registered workers and their families to avail health benefits under the scheme in a hassle-free manner. He stressed that the e-KYC process should be expedited so that workers do not face any difficulty in accessing welfare schemes.
CM Sukhu further directed that financial assistance provided to the children of registered workers for higher education, including professional courses such as PhD, MBBS, engineering and others, should be given at par with the fee charged by government institutions offering these courses. He also instructed that children with disabilities of registered workers should be linked with the Mukhyamantri Sahara Yojana to ensure additional social security support.
Emphasizing the need for social awareness, the Chief Minister directed the Board to organize awareness camps under the anti-chitta campaign to educate workers about the harmful effects of drug abuse. He reiterated that the state government is committed to ensuring that construction workers receive the benefits of all welfare schemes meant for their upliftment.
During the meeting, it was informed that the Welfare Board spent Rs 20.70 crore on various schemes during the financial year 2023–24, Rs 33.27 crore in 2024–25, and Rs 26.23 crore so far in 2025–26. In the current financial year, pensions amounting to Rs 31.06 lakh have been disbursed to 1,606 beneficiaries under the Board’s pension scheme.
Board Chairman Nardev Singh Kanwar said that the Board provides financial assistance of Rs 51,000 for the marriage of a registered worker and Rs 51,000 each for the marriage of up to two children of the worker. He also shared details of various other welfare schemes being implemented for the benefit of construction workers.
Member Secretary and Chief Executive Officer of the Board, Rajiv Kumar, informed that around Rs 500 crore has been spent so far on providing benefits to workers under different welfare schemes. He added that at present, 4,76,052 workers are registered with the Board across the state.
Chief Minister’s Secretary Rakesh Kanwar, Secretaries Priyanka Basu Ingty and Ashish Singhmar, Director DDTG Dr. Nipun Jindal, Labour Commissioner Virender Sharma and other senior officers attended the meeting.
